The Office of Administrative Rules is an executive branch agency under the Department of Government Operations. Finance
The Division of Finance manages the financial operations of the state. We ensure taxpayer funds are used responsibly. We manage funds received and spent by the state. We maintain accurate financial records and prepare reports used by government officials to make informed decisions. We also implement policies that help protect taxpayer funds.Visit site
Fleet Operations
The Division of Fleet Operations (DFO) oversees the state vehicle fleet, providing leased vehicles to state agencies and higher education entities, managing a fuel network, shared vehicle pool locations, a maintenance program, and a service center. Human Resource Management
The Division of Human Resource Management focuses on the recruitment and retention of employees within state employment. The division develops, implements, and administers HR management that fosters careers in public service and assists state agencies in the performance of their missions. Additionally, DHRM provides training for all levels of state employees.Visit site
Purchasing & General Services
The Division of Purchasing and General Services supports agencies through the full scope of public procurement, contract management, and related tasks. The Division further supports agencies with mail preparation and distribution, ethical State property disposal, and a wide range of high quality digital printing services.Visit site
Risk Management
The Division of Risk Management insures and protects State assets, promotes safety, helps prevent losses, and handles claims for Risk Fund participants, which includes State Agencies, Higher Education, School Districts, and participating Charter Schools.Visit site

Utah Geospatial Resource Center
The Utah Geospatial Resource Center (UGRC) is the state’s map technology coordination office. We aggregate and make available important statewide data sets (e.g. roads, address points) to the public and for government systems; engage and advise on GIS implementations and best practices; and build custom tools, services, and applications for all levels of government throughout the state to improve their business processes by integrating spatial data.Visit site
